It means that one possessing a Youth Clipper card has seamless access to discount travel on most participating public transit systems in the Bay Area. What does this mean? It means that "youth" on BART will be through age eighteen like all other Bay Area public transit systems. There is no surcharge when a Clipper card is used for BART travel.
